Terms you can choose
1 year, 5 years, or lifetime, chosen at enrollment. Not automatic at term end: the person may appear in person at the Lottery office after the chosen period and request reinstatement/removal. Lifetime cannot be removed.
Sign up for the longest exclusion time you can. Future you will thank you.
When it ends
A fixed term continues until you request removal; a lifetime term has no published way to lift it.
A fixed term. A 1-year or 5-year term does not lapse on its own. Once your period has ended you can go to the Lottery office in person and ask for reinstatement. Whether the Lottery can refuse is not stated.
A lifetime term. Lifetime is one of the three terms offered at enrollment, and the Lottery states it cannot be removed. No removal mechanism is published for it.
How to enroll
Go to the Delaware Lottery office in Dover to enroll.
Delaware Lottery, 1575 McKee Road, Suite 102, Dover, DE 19904-1903, Monday to Friday 8am to 4pm. An appointment is recommended — call (302) 744-1669 to set one up or to check the hours. Bring valid government-issued photo ID; staff take your photograph and countersign the application there. Reading this page or calling that number does not enroll you, and the Lottery does not accept the application by mail. Only completing it at the office does.
- There is nothing to download or prepare in advance. No application form is published, and you complete it at the Lottery office.
- Bring valid government-issued photo identification. You sign the application in front of Lottery or Division of Gaming Enforcement staff, who take your photograph at the office.
- No notary is needed. An authorized Lottery office employee countersigns the application instead.
- Submit it in person at Delaware Lottery, 1575 McKee Road, Suite 102, Dover, DE 19904-1903, Monday to Friday 8am to 4pm. An appointment is recommended, so call (302) 744-1669 first. Mail is not an option — the Lottery answers "Can I just mail back the completed form?" with "No."
- The Lottery mails a notice to the casinos, and each casino and iGaming site then has 48 hours to update its list and tell its staff. The Lottery does not say how soon it mails that notice, and nothing is sent to you, so leaving the office is not by itself proof that you are on their lists.
- Choose 1 year, 5 years, or lifetime when you enroll. A 1-year or 5-year term does not come off on its own: once the period you chose has ended, you can appear in person at the Lottery office and request reinstatement. A lifetime term cannot be removed.
Before you count on it. This list covers the three video-lottery casinos, their iGaming websites, and the Lottery's iGaming/Sports Mobile app. It does not reach Delaware's registered fantasy-sports operators. The state's fantasy-sports page names six (Betr, DraftKings, FanDuel, PrizePicks, Underdog and Yahoo), and state rules require each one to let you exclude yourself from its contests. There is no single state list, so enrolling here leaves fantasy contests open. You set it up separately with each operator you use. Traditional draw and instant lottery games, harness racing, and charitable gaming (bingo, raffles, poker tournaments) were each checked against an official regulatory text and none of them describes a self-exclusion mechanism. No tribal casino was found in Delaware. If you play anyway, you forfeit any winnings, you cannot recover losses, and knowingly entering a gaming area is a Class A misdemeanor. You also lose complimentary goods and services, credit and check-cashing privileges, player club membership and free-play offers. Whether out-of-state residents qualify is not addressed either way. The casinos and iGaming sites must also work to stop promotions, targeted mailings and player club materials from reaching you. Only in-person enrollment in Dover is confirmed, and mail is explicitly refused. The casinos and iGaming sites have 48 hours after the Lottery mails them notice, but the Lottery publishes no mailing deadline and no confirmation receipt, so nothing tells you the operators have acted. A 1-year or 5-year term does not end on its own — it takes another in-person request at the Lottery office — and a lifetime term cannot be removed.

Requirements and sources
Sources read 2026-10-01. These are the program's requirements, not a record of anyone's enrollment.
- Terms available
- 1 year, 5 years, or lifetime, chosen at enrollment. Not automatic at term end: the person may appear in person at the Lottery office after the chosen period and request reinstatement/removal. Lifetime cannot be removed.
- Can a resident enroll
- Not verified: 10 Del. Admin. Code Sec. 203-7.15.1.1 says 'Any person may have his or her name placed on the self-exclusion list,' with no residency clause stated either way.
- Can a visitor enroll
- Not verified: Same as residents: not addressed either way.
- Identification
- Valid government-issued photo identification is required, plus a photograph taken at the Lottery office.
- Notarization
- Source says this does not apply: No notarization requirement appears anywhere in Sec. 203-7.15; the form's required elements call for countersignature by an authorized lottery office employee, not a notary.
- Witnesses
- Completed in person at the Lottery office in front of Lottery/DGE staff.
- Notarizing online
- Source says this does not apply: No notarization is required, so remote online notarization does not arise; identity is verified in person by Lottery/DGE staff.
- How long processing takes
- Operators have 48 hours, counted from the Lottery's mailing of notice. Casinos: each agent must "establish procedures to ensure that its copy of the self-exclusion list is updated and that all appropriate employees and agents of the video lottery agent are notified of any addition to or deletion from the list within 48 hours after the notice is mailed by the lottery office" (10 Del. Admin. Code 203 Sec. 7.15.2.2). iGaming agents: the same 48 hours (10 DAC 206 Sec. 13.16). The Lottery "shall ... notify each video lottery agent of any addition ... by mailing a notice" (Sec. 7.15.2.1) and no deadline for that mailing is stated, so there is no published limit running from the day you enroll to the day every operator has you. The 10 DAC 204 Sports Lottery rules have no self-exclusion section, so no deadline is published for the Sports Mobile app.
- How you are told it took effect
- Not verified: No confirmation or receipt to the person is described. The Lottery mails its notice to each agent (10 DAC 203 Sec. 7.15.2.1), not to you.
