Illinois: casinos and sports wagering statewide Self-Exclusion Program

State regulator Run by Illinois Gaming Board (IGB).

The Illinois Gaming Board's statewide Self-Exclusion Program (SEP) covers every Illinois casino and, since 2019, retail and online/mobile sports wagering. A 2026 law adds fantasy-contest self-exclusion, but it is not yet reflected on IGB's own program pages, so whether it is operating today is unconfirmed. There is no form to download: you enroll in person, on the spot, with IGB staff at any Illinois casino.

Reviewed 2026-09-24 against official sources. Every fact below links to the page it came from. How we check facts.

What it blocks

Covers all Illinois casinos (since 2002) and, since the 2019 Sports Wagering Act, retail and online/mobile sports wagering. A 2026 law (Public Act 104-0468), in effect since June 16, 2026, adds fantasy-contest self-exclusion, but that is not yet reflected on IGB's own program or FAQ pages -- so whether fantasy-contest self-exclusion is actually operating is unconfirmed. Video gaming terminals, pari-mutuel racing, and charitable gaming are not covered.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

What Illinois: casinos and sports wagering statewide Self-Exclusion Program blocks
What it could stopAnswerWhat the source says
Entering the propertyConfirmedAnyone on the list is barred from entering any Illinois casino: "prohibited for a minimum of 5 years from entering the area within the admission turnstiles of any riverboat gaming operation in the State of Illinois." Casinos must not knowingly let you in or let you gamble, and must remove you if found. For sports wagering, an enrollee "shall be prohibited from placing or redeeming wagers."
Betting and winningsConfirmedIf you are found in a casino, staff must inventory your chips, tokens, vouchers and credits, and casinos must not pay you jackpots: they "shall refrain from knowingly paying out jackpots under $1,200 and from paying out all jackpots in amounts of $1,200 or over won by patrons on the Self-Exclusion List." A sports wager identified after the event starts is void and the amount is forfeited to a charity you chose at enrollment; you can return an in-person ticket for a refund before the event begins.
Credit, check cashing and rewardsConfirmedCasinos "shall not knowingly cash checks for, extend gaming operation credit to, or otherwise assist a person on the Self-Exclusion List to obtain funds for gambling purposes." Sports wagering licensees have the same duty.
Online playConfirmedThe 2026 fantasy-contest/sports-wagering law lets you 'voluntarily prohibit himself or herself from establishing a sports wagering account or fantasy contest account with a licensee,' covering online and mobile play the same as retail.
Marketing and mailingsConfirmedEnrollees agree "to be removed voluntarily from all mailing, marketing and promotional lists and databases," and no licensee may "knowingly send marketing or promotional materials" to anyone on the list. Sports wagering licensees have the same duty.

How to enroll, how long it lasts, and the sources

Terms you can choose

Per the currently codified rule: minimum 5 years up to permanent/lifetime, with no shorter tiers. IGB's own rules page lists a draft rule that would add shorter terms as 'NOT YET FILED' (checked 2026-10-01), so it is not in force.

Sign up for the longest exclusion time you can. Future you will thank you.

When it ends

This continues until a removal is granted.

How removal works. No removal is possible before 5 years have passed. After that, you send a written request to the Board's Administrator at its Chicago office, with treatment documentation, a letter from a counselor or psychiatrist, and a signed liability waiver. A denial can be appealed with a notarized petition filed within 10 days.

On a lifetime term. A lifetime exclusion is available and works the same way for removal -- no removal at all until 5 years pass, then the same written request and appeal process.

How to enroll

Enroll in person at any Illinois casino's IGB office.

No appointment is needed. Go to the IGB office at any Illinois casino with your driver's license or state ID, and complete the self-exclusion request there with IGB staff. This covers casinos and sports wagering. Visiting an office or reading this page does not enroll you -- only completing the request in person does.

  1. There is no form to fill out ahead of time. You complete the request in person, on the spot, with IGB staff.
  2. Bring your driver's license or state ID. You will give your full name and any aliases, your address, date of birth, Social Security number, a copy of your driver's license, a physical description, and a current photo.
  3. The enrollment rule (3000.755) does not mention a notary. Notarization only comes up later, if you appeal a denied removal request.
  4. Go to the IGB office at any Illinois casino. No appointment is necessary.
  5. This lasts a minimum of 5 years, up to a lifetime, with no way to shorten it once you are in. After 5 years, you can request removal in writing from the Board's Chicago office with treatment documentation, a counselor or psychiatrist's letter, and a signed liability waiver. A denial can be appealed with a notarized petition within 10 days.

Before you count on it. This covers Illinois casinos and sports wagering (retail, online and mobile) only. It does not cover video gaming terminals -- Illinois's biggest gambling product by machine count -- pari-mutuel racing, or charitable gaming; no self-exclusion mechanism was found for any of them. Illinois has no tribal casinos. A 2026 law, in effect since June 16, 2026, adds self-exclusion for fantasy contests, but IGB's own program pages do not mention it yet, so whether you can currently self-exclude from fantasy contests here is unconfirmed. Enrollment lasts a minimum of 5 years up to a lifetime, with no way to shorten it once you are in; removal after 5 years requires a written request with treatment documentation, and a denial can be appealed within 10 days. Visiting an IGB office or reading this page does not enroll you -- only completing the in-person request does.
