Kansas: retail and online/mobile sports wagering

State regulator Run by Kansas Racing and Gaming Commission.

The Racing and Gaming Commission's separate list for sports betting in Kansas, retail and online/mobile alike, under K.S.A. 74-8790 and K.A.R. 112-201-22. Enrollment happens in stages, in the Commission's own order: you fill in the exclusion form, you email a named Commission staff member to make the request, and your identity documents travel separately through a secure Serv-U file-transfer link. The Commission's page states in capitals that those documents must never be sent by email. You choose a term of two years, five years, lifetime, or other on the form. This is a separate enrollment from the Voluntary Exclusion Program, which covers the four state-owned casinos. If you enroll in the Voluntary Exclusion Program, you are also excluded from sports wagering while you are in it.

What it blocks

Covers retail and online/mobile sports wagering in Kansas, under K.S.A. 74-8790 and K.A.R. 112-201-22. Separate from the Voluntary Exclusion Program (ks-voluntary-exclusion-program). K.A.R. 112-201-22(c)(4) also has lottery gaming facility managers exclude patrons who became VEP participants after 2022-09-01 from sports wagering "while participating in the VEP program", so a VEP enrollment already carries a sports wagering exclusion for as long as the person is in the VEP. Fantasy sports leagues are outside "sports wagering" under K.S.A. 74-8702, so this program does not reach them.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

How to enroll, how long it lasts, and the sources

Terms you can choose

Two years, five years, lifetime, or other (a checkbox option on the form). The page states a person 'will not be removed prematurely.' As of 2026-10-01, no removal procedure at term end is published. K.A.R. 112-201-22(c)(1) requires only that the exclusion notice carry "general instructions for resolution or change of status, if applicable", and (c)(2) refers to the time "until such time as the sports wagering exclusion has been revoked". K.S.A. 74-8790 and K.A.R. 112-201 name no removal process either. Checked the Commission's SWEP page and form, K.S.A. 74-8790, and Articles 201-204.

Sign up for the longest exclusion time you can. Future you will thank you.

When it ends

This has no published way to lift it.

How removal works. KRGC publishes no way off this list. Its page says a person will not be removed prematurely, and neither its page, its form, K.S.A. 74-8790 nor K.A.R. 112-201-22 describes a procedure for the end of a two-year or five-year term. Ask the Commission what your end date means rather than treating it as something that lapses on its own.

On a lifetime term. Lifetime is one of the term checkboxes on the Commission's form. No source describes any procedure for ending it.

How to enroll

Email the Commission to start your sports wagering exclusion.

This email is the Commission's published first stage: tell them you are requesting exclusion from sports wagering. Do not attach your driver's license, your ID photo, or any other identity document. The Commission's page says in capitals not to send those by email. It replies with two emails — a receipt for your request carrying a password, then a link to a secure Serv-U page — and both documents go up there. Sending the email is not the same as being excluded. KRGC publishes no processing time and describes no notice that you were added to the list, so complete both stages and write down the date. You can call KRGC on 785-296-5800 to ask where your request stands.

  1. Download the Sports Wagering Exclusion Form from krgc.kansas.gov and fill in your identifying information and the term you want: Two Years, Five Years, Lifetime, or Other.
  2. Email Garrett.Rogers@ks.gov to tell the Commission you are requesting the exclusion. This is the Commission's own first step. Do not attach identity documents to it — its page says 'DO NOT SEND THESE DOCUMENTS THROUGH EMAIL. Email is not a secure channel for your personal information!'
  3. Wait for two emails back. The Commission's page says you get a confirmation receipt of your request carrying a password for the secure webpage, then a second email with the link to the secure Serv-U upload page. If neither arrives, call 785-296-5800 rather than emailing your documents.
  4. Upload both documents through Serv-U: your completed Sports Wagering Exclusion Form as a PDF, and a clear photo or scan of your government-issued ID. Open the link from the second email, enter the password from the first, choose both files, and wait for the page to confirm both uploaded. Keep your own copy of the form and a note of the date.
  5. The receipt for your request and the upload confirmation both acknowledge paperwork, not exclusion. Nothing published says how long the Commission takes to add you to the list, and no notice that you were added is described. You can call the Commission on 785-296-5800 to ask where your request stands. The page says a person will not be removed prematurely, and it describes no procedure for coming off at the end of the term you chose.

Before you count on it. Never email your identity documents. KRGC's page states it in capitals: 'DO NOT SEND THESE DOCUMENTS THROUGH EMAIL. Email is not a secure channel for your personal information!' The email and the secure Serv-U upload are two separate stages in that order, and attaching your ID to the email is the one route the Commission rules out. This program covers sports wagering. Casino floor gaming at the four state-owned casinos is the separate Voluntary Exclusion Program. By rule (K.A.R. 112-201-22(c)(4)), people who enrolled in the VEP after 2022-09-01 are also excluded from sports wagering while they are in the VEP. This program is the route for sports wagering alone. The page says you will not be removed prematurely and describes no procedure for coming off at the end of a two-year or five-year term, so do not count on a term lapsing on its own. You get two acknowledgements along the way — a receipt for your request, and a confirmation that both files uploaded — and neither one means you are excluded. KRGC publishes no processing time and describes no notice that you were added to the list, so complete both stages and write down the date. You can call the Commission on 785-296-5800 to ask where your request stands. Whether people from outside Kansas can enroll is not established, and no source says what a sportsbook does beyond refusing new wagers and deposits. State law says winnings of anyone who asked to be restricted from sports wagering are forfeited to the problem gambling fund (K.S.A. 74-8790(b)).

Every route we checked

Routes that enroll you

  • By email — Garrett.Rogers@ks.gov
The page's own instructions say to email this address to inform the Commission of the exclusion request, as the first step before uploading identity documents separately.
  • By email Source says this does not apply — no direct email attachment of ID documents
The page explicitly states: 'DO NOT SEND THESE DOCUMENTS THROUGH EMAIL. Email is not a secure channel for your personal information!' Identity documents must go through the separate Serv-U upload instead.
  • Online — a per-request secure Serv-U file transfer link
Identity documents are uploaded through this secure system after the initial email request.

Those acknowledge the request and the upload. No notice that the person has been added to the exclusion list is described.
