New Jersey: racetracks, off-track wagering and horse betting accounts

State regulator Run by New Jersey Racing Commission.

The Racing Commission keeps its own list. It bars you from entering New Jersey racetracks and off-track wagering facilities and from holding a horse betting account, whether account wagering or fixed-odds. Casinos, racetrack sportsbooks and online casino play are on the separate Division of Gaming Enforcement list; this form does not reach them.

What it blocks

N.J.A.C. 13:74A-2.2(a) prohibits entry into permitted racetracks and off-track wagering facilities for any reason, and prohibits opening or maintaining an account with the account wagering or fixed-odds wagering system. It does not cover casinos or internet casino gaming; racetrack sportsbooks sit under the DGE list.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

How to enroll, how long it lasts, and the sources

Terms you can choose

A minimum of one year, then indefinite. The name remains listed until a removal request is submitted after the first year.

When it ends

This continues until you request removal.

The exclusion runs indefinitely after a one-year minimum. The name remains listed until a removal request is submitted, which cannot happen inside the first year.

How to enroll

Complete the application and hand it in in person.

The Commission's current instructions say the application must be submitted in person: Trenton (140 East Front Street, 8th floor, Monday to Friday, 8:30am to 4:00pm), the Commission office at Meadowlands Racetrack (1 Racetrack Drive, East Rutherford), or Monmouth Park (175 Oceanport Avenue, Oceanport) from May to September. Either Division of Gaming Enforcement office also accepts it. Call 609-292-0613 to check hours before you go.

  1. Complete the application, attach a photograph and sign the acknowledgment. Follow the June 2026 instructions; an older copy still online lists a location that has since been dropped. We don't fill in or submit this form.
  2. Bring it in person with identification that carries your signature and a photograph. Commission staff may take your photo. Meadowlands hours depend on live racing, so call ahead.
  3. Filing at a Division of Gaming Enforcement office puts you on the Racing Commission list only. If you also want casinos and online gambling covered, that is a separate Form 70 enrollment at the same counter.
  4. The Executive Director sends a letter giving the date your name goes on the list. Keep it. You stay listed for at least one year, and after that until you submit a removal request.

Before you count on it. Mail is unconfirmed: the regulation names a Trenton PO box, but the Commission's own 2026 instructions require in-person submission, and that conflict is unresolved. Do not rely on mail without asking the Commission first. Resident and visitor eligibility is not established. Completing or handing in the application does not confirm enrollment; wait for the Commission's letter.
