Gambling self-exclusion in Arkansas

Self-exclusion in Arkansas: you need two separate enrollments. Arkansas: Southland Casino Hotel and the Delaware North network. First step: Mail or hand in the form to Southland Security. Arkansas: BetSaracen online sportsbook self-exclusion, and Saracen Casino Resort's Self-Limit Access Program. First step: Self-exclude in your BetSaracen account. None substitutes for another, and this is not everything in Arkansas.

We list what we've confirmed. If a casino isn't here, we haven't found its program yet. That doesn't mean it has none.

Before you count on it. BetSaracen's terms describe a self-exclusion from the online sportsbook. No source says whether it reaches the casino's Self-Limit Access Program, or whether the casino program reaches BetSaracen, so set up each one yourself. The casino program has no published enrollment route; (870) 686-9001 is the resort's main number. Saracen's page publishes no entry ban, cash-play restriction, residency rule or removal process for the casino program.

Before you count on it. Southland's own webpage says this program runs 'two years at a time,' but the form itself offers only 1 Year, 5 Years or Lifetime, with no 2-year option and no shortening once chosen — the two publications conflict and neither source resolves it. Nothing here describes what happens when a term ends or how to come off the list. Whether residency matters is not stated. No confirmation method is published, so mailing or handing in the form does not by itself confirm you're excluded. This program covers only Southland and the rest of the Delaware North network plus Betly — it does nothing for Saracen, Oaklawn, the lottery, or any other Arkansas gambling.

Gambling types in Arkansas

One self-exclusion list rarely blocks every kind of gambling. Here is what we found for each type of gambling in this state.

online casino / iGamingNo program foundWhat we checked: The Arkansas Racing Commission's rule 23 CAR 358-516(a)(1) limits every interactive-gaming operator to poker and its derivatives, so no online casino-game operator exists to exclude yourself from. This says nothing about online poker, online sports wagering, Betly's sportsbook or retail casinos.
Why

Checked 2026-10-01. The Racing Commission's codified rule 23 CAR 358-516(a)(1) says: "Operators shall not accept or facilitate a wager: (1) On any game other than the game of poker and its derivatives as approved by the Arkansas Racing Commission." "Operator" in that subpart means an operator of interactive gaming, so no licensed operator may take online wagers on slots, blackjack or any other casino game. The rule is read in the 2025 rulebook the Commission still links as its current rules. Online poker is a separate category and online sports wagering is not covered by this rule.

How we checked

These are the kinds of gambling we checked, and the list may not include every way to gamble in the state. The state's fantasy sports tax page mentions no exclusion, and we haven't read the Fantasy Sports Act itself. The Racing Commission's rulebook names no self-exclusion program, and we couldn't confirm whether any facility besides Oaklawn still runs pari-mutuel wagering.

Arkansas has no statewide self-exclusion list or form. Amendment 100 (2018) authorizes four casino franchises in Crittenden, Garland, Pope and Jefferson counties, and state rules require each of the three casino licensees to keep its own self-exclusion policy. The Racing Commission publishes no statewide form, address or portal. Two of the three casinos publish a program for patrons. Southland Casino Hotel's program is run by its national operator, Delaware North (DNCG&E), and extends to every DNCG&E property nationwide and to its online sportsbook, Betly. Southland's two sources disagree on the term: the operator's webpage says "two years at a time", while its form offers only 1 year, 5 years or lifetime, and says the term can't be shortened. Saracen Casino Resort has a "Self-Limit Access Program", but we could not confirm how to enroll beyond a general resort phone number. Saracen's online sportsbook, BetSaracen, has its own in-account self-exclusion (1, 3, 5 or 10 years, or permanent). Oaklawn Racing Casino Resort publishes only the 1-800-522-4700 helpline, and we found no self-exclusion program of its own. A separate rule requires online poker operators to run self-exclusion procedures, but the state casino pages we read list no licensed online poker operator. Arkansas also keeps a separate List of Excluded Persons for security and integrity reasons, which is not a program you can sign up for. We don't know whether you can enroll in the Southland or Saracen programs if you live outside Arkansas. We checked the official sources linked on this page, not every gambling option in the state.

How Arkansas' programs fit together

Arkansas has no statewide list; each of its three casinos runs its own program, Southland's is the only casino program confirmed as something you can complete, and Saracen's online sportsbook takes a self-exclusion inside your account.

What we know about each one

Each Arkansas casino must keep its own self-exclusion policy, and there is no single statewide form or list, so you would sign up separately at each casino you want to stop gambling at. Southland's program is the only one with a confirmed enrollment address and form. Saracen's casino has a program, but we couldn't confirm how to enroll in it. Its online sportsbook, BetSaracen, takes a separate self-exclusion inside your account, for 1, 3, 5 or 10 years or permanently. No source says it reaches the casino program. We found no program of Oaklawn's own. Signing up for all of them still wouldn't cover every way to gamble in the state.
