Gambling self-exclusion in Pennsylvania
Self-exclusion in Pennsylvania: you need five separate enrollments. Pennsylvania: casinos and in-person sports betting, run by the Pennsylvania Gaming Control Board. First step: Start the casino enrollment on the PGCB portal. A fixed term continues until you request removal; a lifetime term continues until a removal is granted. Pennsylvania: online casino and sports betting apps, run by the Pennsylvania Gaming Control Board. First step: Start the iGaming enrollment on the PGCB portal. A fixed term ends on its own at the end of the term; a lifetime term continues until a removal is granted. Pennsylvania: video gaming terminals at truck stops, run by the Pennsylvania Gaming Control Board. First step: Start the VGT enrollment on the PGCB portal. A fixed term ends on its own at the end of the term; a lifetime term has no published way to lift it. Pennsylvania: fantasy contests, run by the Pennsylvania Gaming Control Board. First step: Start the fantasy contest enrollment on the PGCB portal. It ends on its own at the end of the term. Pennsylvania: iLottery online account, run by the Pennsylvania Lottery, Department of Revenue. First step: Open Responsible Gambling in your iLottery account. It continues until you request removal. None substitutes for another, and this is not everything in Pennsylvania.

Gambling types in Pennsylvania
One self-exclusion list rarely blocks every kind of gambling. Here is what we found for each type of gambling in this state.
| Gambling type | What we found | Sources |
|---|---|---|
| on-track pari-mutuel racing | Not checked yet | 0 sources |
| skill games | No program foundWhat we checked: Pennsylvania Gaming Control Board self-exclusion lists as defined by 4 Pa.C.S. § 1516 and 58 Pa. Code Chapters 503a and 1119a; skill game devices located anywhere other than a licensed facility or an establishment licensee's premises.WhyNot covered anywhere outside a licensed casino or a licensed truck stop, and from 2026-10-14 unlawful there. The Supreme Court of Pennsylvania held on 2026-06-15 (50 MAP 2024, 2 EAP 2024) that skill game devices are slot machines under the Gaming Act; the Gaming Act defines "slot machine" to include skill and hybrid slot machines approved by the Board; and the State Police notice records that after the stay only licensed casinos and licensed truck stop establishments may possess devices the Board has inspected and approved. The casino list excludes a person from gaming activity, defined as the play of slot machines, table games or sports wagers, at licensed facilities or other locations the Board approves (4 Pa.C.S. § 1516(a); 58 Pa. Code §§ 503a.1, 503a.2(a)); the VGT list excludes a person from the play of video gaming terminals at an establishment licensee's premises (58 Pa. Code § 1119a.2). Neither list reaches a device in a bar, store, club or restaurant, and the Board runs no other list. A skill game inside a licensed venue is, by the same definitions, a Board-approved slot machine or video gaming terminal that the venue's list already names; whether any reclassified device has been approved for either venue is the separate unresolved entry below. | 6 sources

How we checked
These are the kinds of gambling we checked. The list may not include every way to gamble in the state.
Pennsylvania splits self-exclusion across five lists run by two agencies. The Gaming Control Board runs four separate lists: casinos, online gambling (interactive gaming), video gaming terminals and fantasy contests. One account on the Board's portal lets you sign up for any of them, but each one is its own sign-up. The Lottery runs a fifth list inside your iLottery account. Sports betting has no list of its own. In-person sports betting is covered by the casino list, and online sports betting by the interactive gaming list. The Gaming Control Board doesn't accept mailed forms for any of its four lists. The casino list doesn't expire. If you pick one year and wait, you stay on the list until you ask to come off it. Buying lottery tickets in a store isn't covered. What we know about tribal casinos and about where skill games stand comes only from secondary sources. We checked the official sources linked on this page, not every gambling option in the state. Unless a program says otherwise, the sources we read don't say whether you have to live in Pennsylvania to sign up.
How Pennsylvania's programs fit together
Pennsylvania splits self-exclusion across five separate lists run by two state agencies, and signing up for one doesn't put you on the others.
What we know about each one
Signing up for one Gaming Control Board list leaves the other three untouched, and none of them affects your iLottery account. None of these programs stops you buying lottery tickets in a store. Each program listed here is a separate sign-up. Signing up for all of them still doesn't cover every way to gamble in the state.
