Louisiana: casinos, racinos and sports wagering statewide

State regulator Run by Louisiana Gaming Control Board, with Louisiana State Police Gaming Enforcement Division field offices taking in-person intake.

A single statewide list, run jointly by the Gaming Control Board and State Police Gaming Enforcement Division, covering every licensed riverboat casino, the New Orleans land-based casino, pari-mutuel racing-facility casinos, and both retail and online/mobile sports wagering. Enrollment happens only in person, at one of five Gaming Field Offices — mail is not accepted. The exclusion lasts a minimum of five years and never lifts on its own; coming off the list later takes a written request, a hearing, and a Board decision. It does not cover the state lottery, charitable gaming, Video Draw Poker Devices Control Law licensees (unless also licensed for sports wagering), fantasy sports operators, or any tribal casino — tribal gaming in Louisiana is regulated by compact, not by the Board.

What it blocks

Covers all casino gaming establishments the Board regulates: licensed riverboat casinos, all pari-mutuel live-racing-facility casinos (racinos), and the official land-based casino in New Orleans, plus 'sports wagering platforms' by name, both retail and online/mobile. Does not cover Video Draw Poker Devices Control Law licensees unless also licensed under the Sports Wagering Act (R.S. 27:27.1(M)), the state lottery, fantasy sports contest operators (a separate per-operator statutory mandate, R.S. 27:308), or tribal gaming, which the state's own Gaming Enforcement Division says is regulated by tribal-state compacts, not the Board.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

How to enroll, how long it lasts, and the sources

Terms you can choose

Minimum five years, no shorter option; the form and instructions both state it verbatim: 'a minimum of five (5) years.' Removal is NOT automatic: the name remains on the list after five years elapse until 1) a written request for removal, 2) a hearing before the Board's Hearing Officer, and 3) a decision determining there is no longer a basis to remain on the list. Even after removal, individual casinos may still choose to deny access.

When it ends

A fixed term continues until a removal is granted; whether a permanent term exists, and what would govern it, is not established.

A fixed term. Removal is never automatic. After the five-year minimum has passed, coming off the list requires a written request, a hearing before the Board's Hearing Officer, and a decision from the Board that there is no longer a basis to remain on the list. Even after removal, individual casinos may still choose to deny access.

A lifetime term. Not verified: No source states whether the program offers a longer or lifetime term beyond the five-year minimum; the form and instructions describe only a minimum five-year term with no other tier mentioned.

How to enroll

Bring the completed form to a Gaming Field Office in person.

Enrollment happens only in person, during normal business hours, at one of five Louisiana State Police Gaming Field Offices. Mail is not accepted. Bring a driver's license, passport, or military ID — a Division agent witnesses your signature and photographs you on site.

  1. Download and read the Request for Self-Exclusion form and its Instructions from the Gaming Control Board's site. We don't fill in or submit this form.
  2. Complete the form's identifying fields. Your Social Security number is voluntary under the Privacy Act, but the form authorizes using it to deny you credit and check-cashing privileges, so leaving it off can limit that protection.
  3. Bring a driver's license, passport, or military ID to one of the five Gaming Field Offices during normal business hours: Baton Rouge (7919 Independence Blvd. Box A3, (225) 925-1900), Breaux Bridge (437 West Mills Ave., (337) 332-8070), Lake Charles (One Lakeshore Dr., Ste. 970, (337) 491-2850), New Orleans (1450 Poydras St., Suite 1300, (504) 310-7000), or Bossier City (4183 Viking Drive, (318) 741-7100). Sign in front of a Division agent, who photographs you there. Mail is not accepted — this step has to happen in person.
  4. The exclusion lasts a minimum of five years and does not end on its own. Coming off the list later needs a written request, a hearing before the Board's Hearing Officer, and a decision that there's no longer a basis to keep you listed — none of which can happen before five years pass. Even after you're removed, an individual casino can still choose to keep barring you.

Before you count on it. This covers casino gaming and sports wagering only — not Louisiana's lottery, charitable gaming, Video Draw Poker Devices Control Law licensees (unless also licensed for sports wagering), fantasy sports operators (a separate per-operator process), or any tribal casino; tribal gaming here is regulated by compact, not by this Board. The exclusion lasts a minimum of five years and never lifts on its own — removal takes a written request, a hearing, and a Board decision, and even then an individual casino may still choose to bar you. Whether applicants from outside Louisiana are eligible is not established. Downloading or completing the form does not enroll you — enrollment only happens once you sign it in person at a Field Office.

  • By mail Source says this does not apply — not accepted
The Instructions PDF states the form 'must be submitted in person by the person requesting self-exclusion' at a field office; no mail-in enrollment route is offered.
  • Online Source says this does not apply — not accepted
There is nothing to file online. The same sentence that rules out mail rules this out: the form 'must be submitted in person by the person requesting self-exclusion' at a field office. NVSEP's sign-up portal does offer Louisiana, but only tribal casinos; this statewide list is not one of the jurisdictions it enrolls, so do not expect to reach it from a platform.
