Michigan: online casino and online sports betting

State regulator Run by Michigan Gaming Control Board.

Covers internet gaming and internet sports betting licensed by the Board. You tick each one separately and choose one or five years for each. It does not cover the three Detroit casinos; the form says in its own text that placement here does not apply to any exclusion by the Board or a licensed casino. That is the separate Disassociated Persons List, and the two lists do not cross-cover. Tribal casinos are outside the Board's jurisdiction.

What it blocks

Covers internet gaming and internet sports betting licensed by the Board, selected independently by two checkboxes with their own terms. The form states expressly that placement in this database does NOT apply to any exclusion by or with the Board or a casino licensed under the Michigan Gaming Control and Revenue Act, so it does not cover the Detroit casinos. This governs Board-licensed online gambling, which is distinct from physical tribal casinos. Tribal casinos are outside the mandatory scope of this list. The Board states tribal casinos are not subject to Michigan gaming laws and that it has no involvement with them, which establishes the limit of the Board's jurisdiction over physical tribal casinos. It does not establish that no tribal property honors or extends a state exclusion, nor that an applicant must enroll through each tribe's gaming commission. Treat state enrollment as not guaranteeing exclusion from physical tribal casinos, and treat tribe-specific and operator-specific arrangements as unverified rather than absent. Separately, the Board's FAQ and the Responsible Gaming Database application expressly permit operators to extend restrictions to affiliated properties and other gaming, including in other jurisdictions. Such extensions are optional operator policy, not part of the list's mandatory scope, and cannot be relied on.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

How to enroll, how long it lasts, and the sources

Terms you can choose

One or five years, chosen independently for internet gaming and for internet sports betting. Removal is automatic when the selected period expires; there is no early removal.

When it ends

This ends on its own at the end of the term.

Removal is automatic when the selected one or five year period expires, separately for internet gaming and internet sports betting. There is no early removal.

How to enroll

Email the notarized application to MGCB-RGD@michigan.gov.

Attach the notarized application and a legible copy of your photo ID. Posting it to Attention: Responsible Gaming Section, Michigan Gaming Control Board, 3062 W Grand Blvd, Suite L-700, Detroit, MI 48202, or handing it in at the Detroit office, works the same. Sending it is not protection. Placement can take up to 45 days or longer, and you are excluded only once the Executive Director has everything required and adds your name. Someone who holds your power of attorney, or a court document giving them that authority, can request placement for you. They complete the Board’s Legal Representative Attestation Form (MGCB-AD-2507) and send it with your application and that legal document. The Board says submitting it doesn’t guarantee approval.

  1. Download the six-page application. Tick internet gaming, internet sports betting, or both, and choose one year or five years for each. Each choice stands on its own. We don't fill in or submit this form.
  2. Complete the identifying fields and sign in front of a notary. Attach a legible copy of your driver license or other government photo ID. Without the ID copy you will not be placed in the database.
  3. Send the notarized application and ID copy by email to MGCB-RGD@michigan.gov, by mail to Attention: Responsible Gaming Section, Michigan Gaming Control Board, 3062 W Grand Blvd, Suite L-700, Detroit, MI 48202, or in person at the Detroit office, Monday to Friday, 8am to 5pm.
  4. Wait for the Board's written confirmation, by email if you gave one, otherwise by post. Placement can take up to 45 days or longer, and you are not excluded until your name is added. Until then the sites are not required to block you.

Before you count on it. Use MGCB-RGD@michigan.gov. The Board has a second, near-identical mailbox, MGCB-DPL@michigan.gov, that handles removals from the casino list only; an application sent there enrolls you in nothing. Removal from this database is automatic when your term ends and you cannot shorten it. The pages we read don’t say whether you have to live in Michigan, whether a remotely notarized form is accepted, whether the Lansing office takes walk-ins, or whether there’s a fee. Sending the form doesn’t put you on the list by itself. If you hold an Internet Gaming Occupational License, as an online dealer does, placement revokes it.

Every route we checked

Routes that enroll you

  • By email — MGCB-RGD@michigan.gov
Named on the form itself as one of three submission methods, for the notarized application with a photo identification copy. Note this is a different mailbox from the Disassociated Persons removal address, which is removal-only; the two are easily confused.
  • By mail — Attention: Responsible Gaming Section, Michigan Gaming Control Board, 3062 W Grand Blvd, Suite L-700, Detroit, MI 48202
Named on the form itself as one of three submission methods.
  • In person — a Michigan Gaming Control Board office, Detroit 3062 W. Grand Blvd., Suite L-700
Named on the form as a submission method. Business hours Monday to Friday, 8am to 5pm. Whether the Lansing office also accepts walk-in Responsible Gaming Database applications is not stated; Lansing appears only in the Disassociated Persons packet.
  • Online Not verified — https://www.nvsep.org/michigan
NVSEP's own sign-up portal offers "Michigan: Internet Gaming and Online Sports Wagering" as a jurisdiction it enrolls, which is this list and no other Michigan list, and puts it among the states that require meeting a free online notary first. Its Michigan page, though, names the Board's own program under other options rather than as something NVSEP submits, and neither the Board's pages nor the application mentions NVSEP: the form names email, mail and the Detroit office. So the portal offering Michigan online gaming is not the Board saying it accepts what the portal sends. Ask the Board before you treat a portal submission as your enrollment: the email, mail and office routes are the ones it publishes. Identity checks on the portal start with a live face scan, and NVSEP says the pictures you submit are stored on your self-exclusion record.
