Missouri: casinos

State regulator Run by Missouri Gaming Commission.

Covers every licensed Missouri casino, for life. It does not cover sports betting; that is the Gaming Commission's separate List of Self-Excluded Persons. It does not touch the Lottery, which runs its own program. Missouri has three separate programs across two agencies, and joining one does not enroll you in the others. Fantasy sports operators get this list and must stop marketing to you. No source says it blocks fantasy play. Missouri law requires each fantasy sports operator to offer its own self-exclusion form, so look for it on their website.

Reviewed 2026-09-17 against official sources. Every fact below links to the page it came from. How we check facts.

What it blocks

Covers all Missouri licensed excursion gambling boats. The Commission states it administers two separate lists and that this one is specific to casino gambling; sports wagering is the separate List of Self-Excluded Persons. It has no jurisdiction over casinos outside Missouri. Fantasy sports operators receive the list and must remove listed people from their direct marketing. No source says the list blocks fantasy play. RSMo 313.920.5 separately requires every licensed fantasy sports operator to offer its own online self-exclusion form.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

Terms you can choose

For life. Removal is not automatic: a person may petition for removal no sooner than five years after placement, and re-enrolling after a removal is irrevocable for life.

Lifetime is the only term this program offers.

When it ends

This continues until a removal is granted.

How removal works. Placement is for life. Removal is not automatic: a person may petition for it no sooner than five years after placement, and re-enrolling after a removal is irrevocable for life.

On a lifetime term. For life is the only term, so the same rule applies: a petition no sooner than five years after placement.

How to enroll

Apply online and choose the Disassociated Persons List.

After you submit, you have 7 days to upload a photo, your government photo ID, and a photo of you holding that ID, or the application is deleted. The portal emails you a PDF copy on submission. Under the rule your exclusion begins on the date of application. Keep the Notice of Placement as your proof.

  1. Apply online, choosing the Disassociated Persons List at login. Or complete the PDF and bring it, with your government photo ID and a current photo, to the Commission office at any licensed Missouri casino during casino hours, or to 3417 Knipp Drive, Jefferson City, Monday to Friday. We don't fill in or submit this form.
  2. Complete every field, initial each page of the guidelines, and sign and date. Do not apply while under the influence of alcohol or drugs.
  3. Online, upload your photo, your ID and a photo of you holding your ID within 7 days of submitting. Miss that window and the application is deleted and you start over.
  4. Keep the emailed PDF copy and the Notice of Placement, which comes by mail or by appointment. Casino mailings may keep arriving for several weeks after placement.

Before you count on it. This is for life. You may petition for removal no sooner than five years after placement; removal takes sixty days or more and is effective only on written notice. If you are ever removed and later re-enroll, the second placement is irrevocable and there is no second petition. No mailing address is published for a first application; the PO Box on the Commission's site is for removals and address changes, so do not post your application there. Whether non-residents may apply, and how long processing takes, are not verified. Submitting is not proof of placement. Keep the Notice of Placement as your proof.

Routes that enroll you

  • Online — https://www.mgc.dps.mo.gov/DAPWebOnlineProcess/LoginDAPOLP.aspx
The Commission's own pages link this as the Disassociated Persons Online Application. The applicant has seven days from submission to upload a photograph, identification and a photograph of themselves holding the identification, or the application is deleted.
  • In person — the Missouri Gaming Commission office at any licensed Missouri casino property
Applications can be processed at these offices during casino operating hours. The Commission's contact page prints a street address for each of the thirteen casino offices. It gives no separate opening hours; the Commission's wording is the hours of casino operation.
  • In person — Missouri Gaming Commission, 3417 Knipp Drive, Jefferson City, MO 65109
Applications can also be processed at the Jefferson City office during standard business hours, Monday to Friday.
  • By mail Not verified — no mailing address is published for an initial application
No page or form gives a mailing address for initial enrollment. The PO Box 1847 address appears only on removal and change-of-information materials. No source says mail enrollment is accepted, and none says it is refused, so it is not verified. Checked again on 2026-09-17: the only PO Box on the application is the applicant's own address field.

Routes that get you a form or an answer, not an exclusion
