North Carolina: Education Lottery online play only

State regulator Run by North Carolina Education Lottery, Online Play Support Center.

The North Carolina Education Lottery's own exclusion, handled by its Online Play Support Center. It covers only the lottery's digital products: online draw-game play, digital instants, and your NCEL online player account, blocked either temporarily or permanently at your choice. It does not reach retail cash ticket purchases, sports wagering, or pari-mutuel wagering — the statewide Voluntary Exclusion Program is a separate enrollment for those. There is no form and no fixed menu of terms. You enroll by calling 1-866-934-0289, or from your NCEL online account under My Account, then Self-Exclusion. The lottery says an exclusion cannot be reversed. A temporary one ends when its period does, and a permanent one does not end.

What it blocks

Covers only the Education Lottery's own digital lottery products: online draw-game play, digital instants, and the online player account. It is a distinct, narrower mechanism from the statewide sports/pari-mutuel Voluntary Exclusion Program (nc-statewide-vep, run by the Regulated Gaming Division of the same Commission) and does not reach retail cash ticket purchases, sports wagering, or pari-mutuel wagering.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

Terms you can choose

Temporary or permanent, at the individual's choice; no fixed duration menu is published (unlike the sports/pari-mutuel program's one/three/five-year/lifetime options). Removal: 'An exclusion cannot be reversed' (Online Play FAQ and Terms). A temporary exclusion ends on its own: 'After an exclusion period ends, you will be able to sign into your NCEL Account with your previous credentials.' The FAQ adds 'With the exception of a permanent exclusion', so a permanent exclusion does not end. No one lifts an exclusion early and no process exists. Checked 2026-10-01.

Sign up for the longest exclusion time you can. Future you will thank you.

When it ends

A fixed term ends on its own at the end of the term; a lifetime term has no published way to lift it.

A fixed term. You choose a temporary block or a permanent exclusion. The lottery says 'An exclusion cannot be reversed.' A temporary one ends when its period does, and you can then sign in with your previous credentials. No one lifts either kind early. The lottery does not say how long a temporary block can run. A date you write down proves nothing on its own — ask the Online Play Support Center what is on record.

A lifetime term. A permanent exclusion does not end. The FAQ: 'With the exception of a permanent exclusion, you will be able to sign into your NCEL Account with your previous credentials after the exclusion period ends.'

How to enroll

Call the NCEL Online Play Support Center to block your online play.

Calls the NCEL Online Play Support Center. The lottery also lets you set an exclusion yourself in your online account. Say plainly whether you want your online play blocked temporarily or want to be excluded permanently. Nothing is published about how long it takes to take effect or about any confirmation, so ask what they recorded and write down the date yourself. This blocks play through your NCEL online account. It has no effect on sports wagering, pari-mutuel wagering, or the Catawba Two Kings Casino.

  1. Call the NCEL Online Play Support Center at 1-866-934-0289. There is no form — the phone call is the whole published route.
  2. Ask to block your online play temporarily, or to exclude yourself permanently. Those are the two options the lottery publishes; no fixed term menu exists.
  3. Ask what was recorded and when it takes effect, and keep your own note of the date. If you already have an NCEL online account, you can instead choose My Account, then Self-Exclusion, pick the length and confirm. The lottery publishes no processing time and no confirmation. It says an exclusion cannot be reversed.

Before you count on it. This blocks play through your NCEL online account, and nothing beyond it. It does not reach retail cash ticket purchases, and no source states whether buying a ticket in a store remains possible for someone excluded online. Sports wagering and pari-mutuel wagering sit with the statewide Voluntary Exclusion Program, a separate enrollment; the Catawba Two Kings Casino runs its own separate program. The lottery publishes two options, a temporary block or a permanent exclusion. It says an exclusion cannot be reversed: a temporary one ends when its period does, and you can then sign in with your old credentials, and a permanent one does not end. No processing time and no confirmation are published, so ask on the call what was recorded and when it takes effect, and keep your own note of the date. The lottery checks your identity when you register your account, using the last four digits of your Social Security number. Whether the call or the account tool adds a check, and whether players from outside North Carolina can use it, are both unestablished. Say plainly on the call that you want your online play blocked; asking a general question about the program is not the same request.
