New Hampshire: Games of Chance rooms, one facility at a time

State regulator Run by New Hampshire Lottery & Gaming Commission (rule-setter); enrollment obligation sits with each individually licensed Game Operator Employer (GOE) facility.

Every licensed Games of Chance facility (table games, and where a facility runs them, video lottery terminals and historic horse racing machines) must honor a self-exclusion request, for a set period or permanently. There is no statewide list, so you enroll facility by facility. Of the thirteen licensed facilities, only Gate City Casino in Nashua publishes a route: a Delaware North form you send by certified mail or hand deliver. Revo says it runs a program and publishes no route. No route was found at the others.

What it blocks

N.H. Admin. R. Lot 7206.07(b)(2) requires each GOE licensee's responsible gaming plan to include 'Options available for patrons to self-exclude from wagering for a specified time period or permanently,' and Lot 7206.07(b)(8) requires 'Policies to ensure that any request by a patron who wishes to self-exclude from the licensee's facilities is honored by the licensee.' This one rule governs New Hampshire's 'Games of Chance' (GOC) table games (poker, blackjack, roulette, craps), video lottery terminals (VLTs, new to NH under RSA 287-J), and historic horse racing (HHR) terminals together, since all three are regulated under the same Lot 7200 rule chapter. Enrollment is per licensed facility; there is no statewide consolidated list for these categories, and no cross-operator list. The Commission's own RFI describes the current position as: "a person seeking to 'self-exclude' from multiple or all potentially excludable streams of gaming within New Hampshire would have to contact up to: 14 charitable gaming facilities, 20 fantasy sports contest operators, 5 advance deposit wagering operators, the states' iLottery agent(s), and the states' sports betting agent(s)." An operator group can extend its own exclusion across its venues: Delaware North's form says exclusion from one venue applies to every venue it lists, and sends a copy to "the applicable government bodies".

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

What New Hampshire: Games of Chance rooms, one facility at a time blocks
What it could stopAnswerWhat the source says
Entering the propertyNot confirmedThe rule requires a marketing ban on self-excluded players (Lot 7206.07 references targeting self-excluded players with marketing as prohibited conduct elsewhere in the same chapter), but does not itself describe an entry-refusal mechanism at the facility level.
Betting and winningsNot confirmedNot addressed in the rule text read.
Credit, check cashing and rewardsNot confirmedNot addressed in the rule text read.
Online playNot confirmedGOC, VLT and HHR terminals in New Hampshire are land-based facility products; no online/mobile equivalent is described in the sources read.
Marketing and mailingsConfirmedThe same rule chapter separately prohibits 'Targeting self-excluded players knowingly and willingly with marketing materials or otherwise encouraging self-excluded individuals to play GOC, VLT, or HHR.'

How to enroll, how long it lasts, and the sources

Terms you can choose

'A specified time period or permanently,' per patron request (Lot 7206.07(b)(2)); no specific term menu (e.g. exact year lengths) is published, and removal procedure is not addressed in the rule text.

When it ends

Not verified.

The state rule requires a choice of a specified time period or permanently, and does not address removal. No source read says how a facility exclusion ends.

How to enroll

Send Gate City Casino its self-exclusion form by certified mail.

The form says: "Mail via Certified Mail or hand deliver completed form with photo attached to your regular gaming location." Every request must include a recent, full-face photo, and the form has to be notarized if you downloaded it and are not completing it in front of Delaware North staff. Sending it is a submission. We have no record of a processing time or a confirmation, so keep a copy of the form and write down the date.

  1. Open Gate City Casino's Responsible Gaming page and download the Delaware North form from "Access our Self-Exclusion form here".
  2. Choose 1 Year, 5 Years or Lifetime, and attach a recent, full-face photo. The form says every request must include one.
  3. If you downloaded the form and are not filling it in with Delaware North staff, have it notarized. The form requires that.
  4. Send it by certified mail to Gate City Casino, Attn: Security Department, 55 Northeastern Blvd., Nashua, NH 03062, or hand deliver it, as the form allows.
  5. It reaches Gate City and every other Delaware North venue the form lists, including its online platform Betly. It does not reach New Hampshire's other twelve Games of Chance facilities. Revo (Conway, Dover, Keene, Lebanon, Manchester) says it runs a program and publishes no route, so ask staff at any room you play.

Before you count on it. This is one facility's form, not a New Hampshire list. State rules require every licensed Games of Chance facility to honor a self-exclusion request, but there is no statewide or cross-operator list, and the Commission says a person would have to contact each facility. The Commission does not list which facilities also run video lottery terminals or historic horse racing machines. How a Gate City exclusion ends is not established from the sources read. Whether someone living outside New Hampshire may enroll is not established.

Routes that enroll you

  • In person Not verified — each individually licensed GOC/VLT/HHR facility, none named with a specific self-exclusion contact
The obligation sits with 'the licensee' (Lot 7206.07(a): each GOE licensee must "post and make readily available to its patrons a copy of its responsible gaming plan"), so enrollment is per facility or operator, and the plan is posted at the venue. The Commission lists thirteen licensed GOC facilities: Aces + Eights (Hampton), Beach Club (Hampton), Chasers (Salem), Gate City (Nashua), Lakes Region (Belmont), Lilac Club (Rochester), Revo in Conway, Dover, Keene, Lebanon and Manchester, The Brook (Seabrook), and The Nash (Nashua). The page does not say which also run VLTs or historic horse racing terminals. Only Gate City publishes a route (see the mail channel). Revo says it offers a self-exclusion program and gives no route; The Nash names a self-exclusion or banned list and gives no way to join it; no self-exclusion text was found on the Chasers, Lakes Region, Aces + Eights, Beach Club or Lilac Club sites read, and The Brook's own site was not located (thebrookcasino.com is an online-casino promotion page and was not used).
  • By mail — Gate City Casino, Attn: Security Department, 55 Northeastern Blvd., Nashua, NH 03062 (Delaware North Companies Gaming & Entertainment form)
Gate City's Responsible Gaming page links "Access our Self-Exclusion form here". The Delaware North form says: "Mail via Certified Mail or hand deliver completed form with photo attached to your regular gaming location"; "ALL REQUESTS MUST INCLUDE A PHOTO" (recent, full face); choose 1 Year, 5 Years or Lifetime; "Form to be notarized if downloaded from a website and customer not present with DNCG&E staff." Exclusion from one Delaware North venue extends to every venue on the form's page 4 (Southland, Wheeling Island, Mardi Gras, Gate City, Orange City, Daytona Beach, Hamburg, Finger Lakes) and to its online platform Betly. Gate City is the only Delaware North property in New Hampshire.
  • In person Not verified — Revo Casino and Social House (Conway, Dover, Keene, Lebanon, Manchester): route not published
Revo's Responsible Gaming page lists "Offering a self-exclusion program" among its commitments and gives no form, address, phone number or steps. Whether one request covers all five Revo rooms is not stated.
