Rhode Island: Bally's Lincoln and Tiverton casinos, sportsbook and iGaming

State regulator Run by Statutory mandate under R.I. Gen. Laws Sec. 42-61.2-14, administered by UTGR, Inc. d/b/a Bally's Twin River Lincoln Casino Resort and Twin River-Tiverton, LLC d/b/a Bally's Tiverton Casino & Hotel together with the Rhode Island Lottery.

One combined form excludes you from both Bally's properties, Lincoln and Tiverton, from Sportsbook Rhode Island online sports wagering, and from Bally Casino iGaming, for 1 year, 5 years or permanently. Rhode Island caps state-licensed casino gaming at two facilities by statute, so these two properties are the state's commercial casino floors. Enrollment happens only in person at either property's Security department, and mail is explicitly refused. Your online iLottery/VIP Club account is not included in this form; the form itself tells you to call iLottery Player Support separately about that account.

What it blocks

Rhode Island statutorily caps casino-style gaming at no more than two facilities (Lincoln, and Newport-or-Tiverton), both now Bally's properties. Whether the cap reaches a tribal casino operating under a federal compact is unresolved. One combined form excludes a person from both properties' physical premises, from Online Sports Wagering (branded Sportsbook Rhode Island), and from iGaming (Bally Casino), with each online account separately closed for the exclusion's duration. The state's online iLottery/VIP Club account is NOT included in this same form — it is a materially separate account-based track run directly by the Rhode Island Lottery, closed only by contacting iLottery Player Support.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

How to enroll, how long it lasts, and the sources

Terms you can choose

1-Year, 5-Years, or Permanent, chosen at enrollment. The person cannot shorten the term to less than 1 year, and requesting termination after 1 year requires completing gambling education and consulting a problem gambling specialist. Both properties' FAQ pages agree removal is never automatic and requires management approval, though they disagree on wording: Lincoln's page names 'Bally's Lincoln Casino Resort management/RI Lottery approvals,' Tiverton's names only 'Tiverton Casino Hotel management approvals.'

Sign up for the longest exclusion time you can. Future you will thank you.

When it ends

A fixed term continues until a removal is granted; whether a permanent term exists, and what would govern it, is not established.

A fixed term. Nothing comes off on its own. No removal is possible during the first year whichever term you chose, and after that a termination request has to be approved by casino management, plus you must complete gambling education and consult a problem gambling specialist. Lincoln's FAQ names 'Bally's Lincoln Casino Resort management/RI Lottery approvals'; Tiverton's names only 'Tiverton Casino Hotel management approvals'. No source resolves which applies where.

A lifetime term. Not verified: Permanent is one of the three terms on the form. What governs it afterwards is not established: the form's own removal-after-one-year clause is written for the exclusion generally, neither property's FAQ restates that carve-out for a Permanent selection, and no source says whether Permanent can be terminated at all.

How to enroll

Take the completed form to Security at Bally's Lincoln or Tiverton.

Bring the form to the Security department at Bally's Lincoln Casino Resort, 100 Twin River Road, Lincoln, RI 02865 (Security is staffed 24/7, 401-475-8220), or at Bally's Tiverton Casino & Hotel, 777 Tiverton Casino Blvd, Tiverton, RI 02878-2497 (401-816-6000). A Security Director or Officer countersigns it with you there. Mail is refused: Bally's own FAQ answers 'Can I mail back the completed application?' with 'No, unfortunately you are unable to mail in a completed self-exclusion form. You must submit in person.' Downloading the form, filling it in, or calling ahead does not enroll you. Only handing over the countersigned form in person does.

  1. Download the combined self-exclusion form (filename dated 4/1/24) from either Bally's Lincoln's or Bally's Tiverton's responsible-gambling page, or pick one up at the Security department. We don't fill in or submit this form.
  2. Fill in your name, address, city/town/state/zip, date of birth, Social Security number and PC Card number, and choose your term: 1 Year, 5 Years or Permanent. You sign it in person in front of a Security Director or Officer, who countersigns it. The form does not itself say that photo ID has to be presented.
  3. No notary is needed. The current form has no notary block anywhere on it; the Security Director's or Officer's in-person countersignature is what witnesses your signature.
  4. Submit it in person at Security at Bally's Lincoln Casino Resort, 100 Twin River Road, Lincoln, RI 02865, or Bally's Tiverton Casino & Hotel, 777 Tiverton Casino Blvd, Tiverton, RI 02878-2497. Mail is explicitly refused, and no online or phone enrollment route is published.
  5. The form is a three-part copy: Bally's keeps the original, you keep the yellow guest copy, and a copy goes to the Rhode Island Lottery and the Problem Gambling Service. Keep your yellow copy. No processing time and no other confirmation method is published, so nothing states how quickly your Sportsbook Rhode Island and Bally Casino accounts close after you sign.
  6. The term you chose runs 1 year, 5 years or permanently. Nothing lapses on its own: no removal is possible during the first year, and after that a termination request needs management approval plus completed gambling education and a consultation with a problem gambling specialist. Lincoln's FAQ names Rhode Island Lottery approval as part of that; Tiverton's names only its own management approvals, and no source resolves which applies.

Before you count on it. Enrollment is in person only. Mail is explicitly refused, there is no online or phone route, and downloading or completing the form does not enroll you. This form does not reach your online iLottery/VIP Club account: that is a separate Rhode Island Lottery enrollment, and the form itself tells you to call iLottery Player Support at 1-800-288-2485 about it. Retail lottery tickets, charitable gaming and fantasy sports are not addressed by any source reviewed here and were not assessed. Whether people who live outside Rhode Island can enroll is not established. No processing time and no confirmation or receipt process is published beyond the yellow copy you keep, so signing does not by itself prove your online accounts are closed. Removal is never automatic, and the two properties disagree about who approves it: Lincoln's page names 'Bally's Lincoln Casino Resort management/RI Lottery approvals', Tiverton's names only 'Tiverton Casino Hotel management approvals', and no source resolves that. Whether a Permanent selection can still be terminated after one year under the form's own clause, or is genuinely irreversible, is also unresolved. The statutory two-facility cap applies to state-licensed facilities; whether it reaches a tribal casino operating under a federal compact was examined and left unresolved. Entering in violation can mean arrest for trespass and permanent ejection — the form's own term for that status is 'Undesirable Person' — and winnings from a violation are forfeited to the Rhode Island Lottery.
