Gambling self-exclusion in Rhode Island
Self-exclusion in Rhode Island: you need two separate enrollments. Rhode Island: Bally's Lincoln and Tiverton casinos, sportsbook and iGaming. First step: Take the completed form to Security at Bally's Lincoln or Tiverton. Rhode Island Lottery: iLottery / VIP Club online account, run by the Rhode Island Lottery (state lottery division, Department of Revenue). First step: Sign in to iLottery and activate Self-Exclusion. None substitutes for another, and this is not everything in Rhode Island.

Before you count on it. This covers the online iLottery/VIP Club account and nothing else. Retail lottery tickets bought in a store are not addressed by it. It does not touch Bally's Lincoln or Tiverton, Sportsbook Rhode Island or Bally Casino; those take the separate in-person combined form, and enrolling in one of the two programs never enrolls you in the other. Login access comes back automatically at the end of the 1-year or 5-year period without you asking, so this is not a lasting block unless you set it again. The 'Timeout' feature in the same account, 1 day up to 9 months, is not self-exclusion. The site's confirmation dialog carries a 'permanently self-excluded' message state, but no permanent option appears in the selectable list, and whether one exists elsewhere is unresolved. Whether people who live outside Rhode Island can use it is not established beyond the site's 18+ age requirement. Once activated it cannot be reversed. | ||||||||

Laws Sec. 42-61.2-14, administered by UTGR, Inc. d/b/a Bally's Twin River Lincoln Casino Resort and Twin River-Tiverton, LLC d/b/a Bally's Tiverton Casino & Hotel together with the Rhode Island Lottery. | In person Take the completed form to Security at Bally's Lincoln or Tiverton. Before you count on it. Enrollment is in person only. Mail is explicitly refused, there is no online or phone route, and downloading or completing the form does not enroll you. This form does not reach your online iLottery/VIP Club account: that is a separate Rhode Island Lottery enrollment, and the form itself tells you to call iLottery Player Support at 1-800-288-2485 about it. Retail lottery tickets, charitable gaming and fantasy sports are not addressed by any source reviewed here and were not assessed. Whether people who live outside Rhode Island can enroll is not established. No processing time and no confirmation or receipt process is published beyond the yellow copy you keep, so signing does not by itself prove your online accounts are closed. Removal is never automatic, and the two properties disagree about who approves it: Lincoln's page names 'Bally's Lincoln Casino Resort management/RI Lottery approvals', Tiverton's names only 'Tiverton Casino Hotel management approvals', and no source resolves that. Whether a Permanent selection can still be terminated after one year under the form's own clause, or is genuinely irreversible, is also unresolved. The statutory two-facility cap applies to state-licensed facilities; whether it reaches a tribal casino operating under a federal compact was examined and left unresolved. Entering in violation can mean arrest for trespass and permanent ejection — the form's own term for that status is 'Undesirable Person' — and winnings from a violation are forfeited to the Rhode Island Lottery. | ||||||||
Gambling types in Rhode Island
One self-exclusion list rarely blocks every kind of gambling. Here is what we found for each type of gambling in this state.
| Gambling type | What we found | Sources |
|---|---|---|
| tribal casinos | Official sources don't settle it | 0 sources |
| fantasy/prediction — fantasy sports | Not covered by a program listed hereWhat we checked: The two Rhode Island programs on this page, each of which publishes a closed list of what it reaches; paid fantasy contests are in neither, and Rhode Island has no fantasy regulator to hold a list.WhyNeither Rhode Island program reaches a paid fantasy contest. The combined Bally’s form excludes you from five named things: the two Bally’s casinos, Bally’s online sports wagering and Bally’s iGaming, and those accounts. The Lottery’s own self-exclusion locks you out of your iLottery login for one or five years. Read 2026-10-09. Paid fantasy is lawful here and nobody regulates it — the Attorney General found that daily fantasy sports are legal under Rhode Island law (the press release carries no date of its own), the legislature never followed up, and the chapter indexes for the criminal code, for sports and racing and for state affairs contain no fantasy chapter at all. So there is no state agency holding a fantasy list to get on. One residual: the form also says exclusion "may ban me from using other online gaming products offered by Bally’s and/or its affiliates", so if an affiliate ever ran a fantasy product the form might catch it. No source establishes that one does. | 3 sources

| lottery (retail, in-person ticket purchases) | Not covered by a program listed hereWhat we checked: The two Rhode Island programs on this page: the iLottery self-exclusion blocks the online account login only, and the combined casino form’s five enumerated exclusions reach the two Bally's properties' video lottery terminals but no retail, in-person lottery product, so neither stops a counter purchase at a licensed Lottery retailer.WhyNothing in Rhode Island stops a self-excluded person walking into a store and buying a scratch ticket. The Lottery’s own self-exclusion page says exactly what it does — you cannot log in to your iLottery account for one or five years — and says nothing about retail. The combined casino form is narrower still: it already reaches the video lottery terminals the two Bally's properties run under the Lottery's own video-lottery authorization (R.I. Gen. Laws Sec. 42-61.2-2), so it is not true to say it reaches no lottery product at all — but it reaches none of this row's product, a retail ticket bought at a store, and then tells you to call iLottery Player Support separately if you also want the online account closed. Read 2026-10-09: the Lottery’s current Rules and Regulations, dated September 8 2026, put the self-exclusion duty on video lottery, table game and Class III gaming licensees and on the sports betting and iGaming platforms only; the chapter governing licensed ticket-selling stores and the chapter titled Limitations and Prohibitions list price rules, credit bans, minors and Lottery employees, and a self-excluded person appears nowhere. Rhode Island publishes no sentence saying in so many words that self-exclusion does not stop an in-store purchase — unlike Pennsylvania. This rests on what the programs affirmatively cover. | 4 sources

| skill games — payout skill machines and video gaming terminals outside the two licensed casinos | No program foundWhat we checked: R.I. Gen. Laws Sec. 11-19-18's blanket criminal prohibition on gambling devices and games of chance for money, which has no exception for a skill-based or amusement device; chapter 19 overall has no licensing provision for one.WhyRhode Island has no licensed skill-game or video-terminal operator outside the two Bally's properties for a person to be excluded from. R.I. Gen. Laws Sec. 11-19-18, read in full 2026-10-10, makes it a crime to keep or exhibit "any device, implement, or apparatus whatsoever to be used in gambling or playing at any game or games of chance for money or other valuable consideration" anywhere in the state, with no amusement-device or skill-game carve-out anywhere in chapter 19 (the full section index of the chapter was read). The two Bally's properties operate their video lottery terminals under the separate state-licensing scheme at Sec. 42-61.2-2, which this plan already holds a program for. | 1 source

| card rooms — independent (non-casino) card rooms | No program foundWhat we checked: R.I. Gen. Laws Sec. 11-19-18's blanket criminal prohibition on card games and gambling tables for money outside a licensed casino.WhyThere is no licensed card room in Rhode Island outside the two Bally's casinos for a person to be excluded from. The same statute, Sec. 11-19-18, separately criminalizes keeping or exhibiting "any cards, dice, table, bowls, wheel of fortune, shuffleboard, or billiard table ... to be used in gambling or playing at any game or games of chance for money or other valuable consideration" anywhere in the state. Card play for money at the two Bally's properties is reached by the statewide self-exclusion form this plan already holds. | 1 source

How we checked
These are the kinds of gambling we checked in Rhode Island, and the list may not include every way to gamble in the state.
Rhode Island caps casino-style gaming at two facilities statewide, in Lincoln and Newport-or-Tiverton, and both are now Bally's properties. The cap is part of the state licensing scheme, and we don't know whether it reaches a tribal casino operating under a federal compact. One combined form excludes you from both Bally's properties, from Online Sports Wagering (Sportsbook Rhode Island) and from iGaming (Bally Casino) at once. You choose 1 year, 5 years or Permanent, and you have to submit it in person. Mail is refused. The Rhode Island Lottery runs a separate program for your online iLottery/VIP Club account: you can self-exclude for 1 or 5 years on your own, and the account is restored automatically when the term ends. The casino form does not close that account, so you have to call iLottery Player Support separately. Neither program reaches lottery tickets bought in a store, paid fantasy contests or charitable bingo. We don't know whether people who live outside Rhode Island can use either program. We checked the official sources linked on this page, not every way to gamble in the state.
How Rhode Island's programs fit together
Rhode Island has two separate programs, one for the Bally's casinos, sportsbook and iGaming and one for your online iLottery account, and signing up for one doesn't enroll you in the other.
What we know about each one
The Bally's form and the iLottery account exclusion are two separate sign-ups. The casino form itself tells you to contact iLottery Player Support separately if you also want your iLottery account closed. Signing up for both still doesn't cover every way to gamble in the state.

If you also gamble outside Rhode Island
State lists stop at the state line. Some casino companies' own bans reach their properties elsewhere, and each program above says what it covers. If you also travel to nearby states to gamble, check their pages too:
