Gambling self-exclusion in Oklahoma

Self-exclusion in Oklahoma: you need four separate enrollments. Oklahoma: one form OAPGG forwards to the casinos on its list, run by the Oklahoma Association on Problem Gambling & Gaming (OAPGG). First step: Mail the notarized form to OAPGG in Norman. It continues until a removal is granted. Oklahoma: all Choctaw Casinos & Resorts properties, run by the Choctaw Nation Gaming Commission (CNGC). First step: Mail the notarized form to the Choctaw Gaming Commission. Oklahoma: all Osage Casino properties. First step: Fill out the Self-Ban Form at any Osage Casino. Oklahoma Lottery: lifetime ban on claiming prizes, run by the Oklahoma Lottery Commission (OLC). First step: Mail the notarized agreement to the Lottery Commission. It has no published way to lift it. None substitutes for another, and this is not everything in Oklahoma.

Oklahoma Lottery: lifetime ban on claiming prizesState regulator Run by Oklahoma Lottery Commission (OLC).By mail In person

Lifetime is the only term this program offers.

Before you count on it. This is lifetime, and no removal, revocation or appeal process is published anywhere in the agreement or on the Lottery's page. Sign it only if you want it to be permanent. It covers Oklahoma Lottery games only — not tribal casinos, not racing, not anything else. What it actually stops is claiming a prize: the Lottery denies claims over $600 at headquarters and at super retailers, and its own agreement says enforcement at ordinary retailer locations is currently not feasible, so nothing here prevents you buying a ticket. You also lose Oklahoma Players Club access and Lottery marketing contact. The signature has to be notarized and only you can sign. Whether a remotely notarized signature is accepted is not established. No processing time and no confirmation are published. Whether someone living outside Oklahoma may enroll is not established.

Mail the notarized form to the Choctaw Gaming Commission.

Before you count on it. This covers Choctaw Casinos & Resorts properties and nothing else in Oklahoma. The term you pick is irrevocable and the form says no exceptions will be made, and nothing published describes what happens when it ends — no renewal or removal process appears anywhere. If you are identified trying to enter or use the facility you will be escorted out, and continued attempts may put you on the involuntary casino trespass list. Money you win while excluded is forfeited at $100 or more in promotional items, tickets or chips. The Nation and its Gaming Commission disclaim liability for failing to enforce the exclusion and do not waive sovereign immunity, so being on this list is not a guarantee you will be stopped at the door. No receipt or confirmation is published. Whether a remotely notarized signature is accepted is not established. Whether someone living outside Oklahoma may enroll is not established.

Oklahoma: all Osage Casino propertiesTribal gaming commission Run by Osage Nation Gaming Commission and Osage Casino (Osage Tribe Gaming Enterprise). In person

Fill out the Self-Ban Form at any Osage Casino.

Before you count on it. This covers Osage Casino properties only. It is separate from Oklahoma's statewide OAPGG list, which doesn't include the Osage Nation. The ban lasts one year and can't be lifted during it. After the year it stays in effect until Osage Casino tells you in writing that it's lifted; you ask with the Exclusion Repeal Request, and you may get a hearing. The Gaming Commission says a completed form can also be mailed, but doesn't say whether the Pawhuska or the Tulsa office receives it, so doing it in person is the sure route.

Mail the notarized form to OAPGG in Norman.

Before you count on it. OAPGG forwards your application. It does not enroll you, and forwarding is not the same as a tribe accepting you onto its own barred-persons list — each recipient decides that under its own rules. OAPGG says it mails you a letter when it accepts and activates your form, but nothing published says a tribe will confirm that it added you. Your start date is the day your notary signs. If your form reaches OAPGG more than 90 days after that, it starts the day it arrives. The current form lists 17 entries, and whether those are 17 distinct authorities is unresolved: two of them share the same phone number and appear to be the same tribal government listed twice under different office names. Oklahoma has roughly 30 or more compacting gaming tribes, so some tribes you might visit are not on this list at all, and the form itself says the list is updated periodically. Removal is not something OAPGG can do: you would have to contact each participating tribe's Gaming Commission individually, and some will not remove, modify or alter the application once accepted. The Choctaw Nation treats a completed OAPGG form as effective at all Choctaw Casinos, which is the one reciprocal arrangement recorded here. This does not reach the Oklahoma Lottery, which runs its own separate program. Whether someone living outside Oklahoma may enroll is not established.

How we checked

These are the kinds of gambling we checked. The list may not include every way to gamble in the state.

Oklahoma has no single statewide list. Its tribal casinos are reached through separate programs. Under the Model Tribal Gaming Compact, each tribe's own Tribal Compliance Agency must keep a barred-persons list and accept a patron who asks to be put on it, but that runs through each tribe separately and the tribes keep their sovereign immunity. In practice there is a shared intake. The Oklahoma Association on Problem Gambling & Gaming (OAPGG), a nonprofit with no power of its own to enroll or remove anyone, forwards one notarized application to a numbered list that currently has 17 entries. Those aren't all of Oklahoma's gaming tribes. Two entries, 'Creek Nation Gaming Commission' and 'Muscogee Creek Office of Public Gaming', share one phone number and may be the same tribal government listed twice, so we don't know how many tribes the list reaches. The Choctaw Nation runs its own Gaming Commission self-exclusion form, and its paperwork treats an OAPGG enrollment as counting there too. The Oklahoma Lottery Commission runs its own statewide Self-Exclusion Program (SEP) for lottery games, and the only term is lifetime. Its own agreement says enforcement at ordinary stores is 'currently not feasible', so in practice it stops you claiming prizes over $600. It doesn't block buying tickets. Remington Park, a racino, is on the OAPGG list. We haven't confirmed whether Will Rogers Downs or Fair Meadows take part. We found no law or regulator allowing online casino gambling, in-person sports betting or online sports betting in Oklahoma, and no source rules them out either, so we can't say they're absent. We haven't looked at fantasy sports, standalone video gaming terminals, skill games, charitable gaming outside the compact system, or card rooms yet. We checked the official sources linked on this page, not every gambling option in the state. We don't know yet whether people who live outside the state can use these programs.

How Oklahoma's programs fit together

Oklahoma has no statewide casino list: one OAPGG form reaches the casinos on its list, the Choctaw and Osage nations run their own, and the Lottery runs a separate lifetime ban.

What we know about each one

These are four separate sign-ups. The OAPGG form reaches gaming at the 17 entries on its current list, including Remington Park, and two of those entries may be the same tribal government listed twice. The Choctaw Nation Gaming Commission form covers all Choctaw Casinos & Resorts properties, and Choctaw treats an earlier OAPGG enrollment as already counting there. The Osage Nation's own Self-Ban Form covers Osage Casinos, and the Osage Nation isn't on the OAPGG list. The Oklahoma Lottery's SEP covers only lottery games. Signing one doesn't enroll you in the others, except that Choctaw honors an OAPGG enrollment. Together they still don't cover all gambling in Oklahoma. At least a dozen compacting tribes aren't named on the OAPGG list and we haven't looked at them one by one, and we found no self-exclusion for sports betting or online casino gambling at all.

If you also gamble outside Oklahoma

State lists stop at the state line. Some casino companies' own bans reach their properties elsewhere, and each program above says what it covers. If you also travel to nearby states to gamble, check their pages too:
