Massachusetts Voluntary Self-Exclusion (VSE)

State regulator Run by Massachusetts Gaming Commission, jointly with the Massachusetts State Lottery Commission for the iLottery track.

One program run by the Massachusetts Gaming Commission, with three tracks you elect separately: Gaming (the casino floors and the pari-mutuel and simulcasting areas at Plainridge Park, MGM Springfield and Encore Boston Harbor), Sports Wagering (retail sportsbooks and online or mobile betting), and iLottery (the State Lottery's online platform). You can elect one, two or all three in a single visit. Lottery tickets bought over the counter are not excludable under any track, and the Mashpee Wampanoag Tribe's First Light Resort & Casino is not on this list.

What it blocks

One program with three separately electable tracks, all run by the MGC: Gaming Self-Exclusion (casino floor and pari-mutuel/simulcasting areas at the three licensed casinos), Sports Wagering Self-Exclusion (retail sportsbooks and online/mobile sports wagering platforms), and iLottery Self-Exclusion (the State Lottery's online iLottery platform). A person may enroll in one or more tracks in a single visit. Individual operators may, at their discretion, extend an exclusion to all forms of gambling they offer, but that is an operator choice, not a program guarantee. Retail (over-the-counter) lottery ticket purchases are explicitly NOT excludable under any track.

Self-exclusion programs do not all block the same things. Here is what the official rules say about each one.

What Massachusetts Voluntary Self-Exclusion (VSE) blocks
What it could stopAnswerWhat the source says
Entering the propertyConfirmedA Gaming VSE enrollee is prohibited from entering the gaming area of any Massachusetts casino or any area where pari-mutuel/simulcasting wagers are placed; a Sports Wagering VSE enrollee is prohibited from entering the sports wagering area of a retail operator.
Betting and winningsConfirmedGaming track: the enrollment form says "I understand that I may not collect any winnings or recover any losses resulting from any gaming activity at a gaming establishment during the exclusion period and until I have completed a reinstatement session." and that all rewards and points are forfeited. 205 CMR 133.06(7) bars a licensee from paying winnings and sends confiscated winnings to the Gaming Revenue Fund; a person can ask for a hearing within 15 days. PlayWell's FAQ: an excluded person found in the gaming area "must forfeit any money or thing of value that has been converted to a wagering instrument" and "Losses cannot be reclaimed." iLottery track: the Lottery "shall not be obligated to pay any winnings" from purchases made while the person was on the list and the data had been applied, and an enrollee cannot recover losses, including losses from purchases between a successful application and the data being applied (iLottery terms, section 6). Whether the sports wagering track forfeits winnings has not been checked yet.
Credit, check cashing and rewardsConfirmedGaming track: the form says the Commission may direct licensees "to suspend my credit privileges", that the person is denied "complimentary services or items, check cashing privileges, player reward programs", and "I will not be extended credit and to the extent that I have existing credit at a gaming establishment, my credit privileges will be suspended." 205 CMR 133.06(4) and (6) say the same of licensees, and 133.06(5) bars use of a casino cashless wagering system. The iLottery terms add that the Lottery or the Commonwealth can still seek payment of a debt from someone on the list.
Online playConfirmediLottery Self-Exclusion bars depositing funds, purchasing tickets or playing games on the online iLottery platform; Sports Wagering Self-Exclusion bars placing a sports wager with any MA-licensed operator, including online/mobile platforms.
Marketing and mailingsConfirmed205 CMR 133.06(3): "A gaming licensee shall not market to individuals on the voluntary self-exclusion list". The form suspends player cards and rewards. The iLottery terms bar Lottery marketing communications to people on the iLottery list. The MGC page adds that after enrollment the MGC and its licensees will not contact you about your exclusion unless the application says otherwise.

How to enroll, how long it lasts, and the sources

Terms you can choose

1 year, 3 years, 5 years, or lifetime, chosen per track at enrollment. The two official sources disagree on when the lifetime term may be elected and neither is confirmed over the other: the enrollment form says 'An individual may only select the lifetime duration if their name previously appears on the Voluntary Self-Exclusion list for at least six months', while the MGC's own page says 'You may select the lifetime exclusion only if you have first completed a shorter term' and never mentions six months. A term may be renewed or extended at any time and never shortened. The name remains on the list after the term ends until the person completes a reinstatement session and the removal petition is approved; there is no automatic removal.

When it ends

A fixed term continues until a removal is granted; whether a permanent term exists, and what would govern it, is not established.

A fixed term. Nothing comes off the list automatically when a term runs out. Your name stays on it until you complete a reinstatement session with a designated agent and a removal petition is approved.

A lifetime term. Not verified: Lifetime is one of the four terms offered. What governs it afterwards is not established: the sources describe one removal path for the fixed terms, a reinstatement session and an approved petition, and never say whether a lifetime election can be petitioned off at all. The two of them also disagree about when lifetime can be elected in the first place.

How to enroll

Call 1-800-426-1234 to enroll.

The MGC lists a call to this line as one of its ways to enroll. Say which tracks you want — Gaming, Sports Wagering, iLottery — and ask them to set up the signing, because a designated agent has to witness and countersign the form, either in person or on a scheduled video call. Mailing or emailing a completed form does not enroll you. The form says the agent offers you a signed copy. Ask for it before you hang up.

  1. There is no download-and-send path. Enroll by calling 1-800-426-1234, through PlayWell's 24-hour online chat at playwell.org, in person at a PlayWell Info Center inside Plainridge Park Casino, MGM Springfield or Encore Boston Harbor during casino operating hours, or by scheduling an appointment at the MGC's Boston office or a remote video enrollment through 617.533.9737 or vse@massgaming.gov.
  2. Bring a government-issued photo ID and a recent 2x2 passport-style color photo. The form asks for your name, address, phone, email, gender, height, date of birth, the last four digits of your Social Security number, and race or ethnicity. The MGC publishes fillable Gaming and Sports Wagering forms you can read in advance; it will not accept one you complete on your own and send in.
  3. Say which tracks you want. Gaming covers the casino floors and the pari-mutuel and simulcasting areas at the three licensed casinos. Sports Wagering covers retail sportsbooks and online or mobile betting. iLottery covers the State Lottery's online platform. You can elect more than one in the same visit.
  4. No notary is involved. You sign and initial the form section by section in front of a designated agent, in person or on the video call, and that agent countersigns it. The MGC accepts a form only from a designated enrolling agent or through its remote enrollment process.
  5. Choose the term: 1 year, 3 years, 5 years, or lifetime. The two official sources disagree about when you can pick lifetime — the enrollment form says after six months on the list, the MGC's own page says after you complete a shorter term, which is a year at minimum. Ask which applies before you count on it.
  6. No processing time is published. The form says the agent offers you a signed copy of it, so ask for yours and write down who you spoke with and when. No source describes a receipt, reference number or approval notice for enrolling.
  7. Your name stays on the list when the term runs out. Removal takes two steps: a reinstatement session with a designated agent covering risks, budgeting and problem-gambling resources, then a removal petition that has to be approved. Nothing comes off the list automatically.

Before you count on it. Mailing or emailing a completed form does not enroll you. The MGC accepts a form only from a designated enrolling agent or through its remote video enrollment. Printing the form, filling it in and sending it does not put you on the list. The iLottery track is running: the State Lottery's own page says Mass Lottery Online players can opt in. One sentence each on the MGC's and PlayWell's pages still says "when it launches", so ask for iLottery by name. It stops deposits, online ticket purchases and online play. You can still withdraw your account balance and use retail features such as ticket scanning. Lottery tickets bought over the counter are explicitly not excludable under any track. First Light Resort & Casino in Taunton is not on this list; the Mashpee Wampanoag Tribe's 2013 compact requires its gaming enterprise to run a voluntary self-exclusion process, and no public way to enroll in one is published on the casino's site, the Tribal Gaming Commission's regulations, or the MGC's pages. Daily fantasy sports sits under a separate regulation that makes each operator run its own procedure, and there is no statewide list for it. Online casino play appears nowhere on the MGC's licensee roster. No source reviewed says it is illegal either. No residency rule is published, so whether someone from out of state can enroll is unresolved. No processing time is published. On the Gaming track you forfeit winnings and rewards, you cannot recover losses, and the casinos suspend your credit and check cashing. On iLottery the Lottery will not pay winnings from play it should have blocked, and you cannot recover those losses. An individual operator may choose to extend your exclusion to everything it offers; the program does not guarantee that.

Requirements and sources

Sources read 2026-09-25. These are the program's requirements, not a record of anyone's enrollment.

Terms available
Can a resident enroll
Not verified: Neither the MGC's VSE page nor the PlayWell FAQ addresses residency eligibility.
Can a visitor enroll
Not verified: Same as residents: not addressed by any reviewed source.
Identification
A government-issued photo ID and a 2x2 recent passport-style color photo must be affixed to or submitted with the application.
Notarization
Source says this does not apply: The form has no notary block. Instead, a 'Designated Agent' (an MGC or casino staff enrolling agent) countersigns; enrollment is completed by a designated agent in person or by scheduled video appointment, not notarized.
Witnesses
A designated processing agent must be present (in person or via the remote video option) to witness and countersign the form.
Notarizing online
Source says this does not apply: No notarization is required, so remote online notarization does not arise; identity is instead verified live by a designated enrolling agent, in person or by scheduled video.
How long processing takes
Not verified: No source states how quickly the MGC approves a new Gaming or Sports Wagering enrollment. What is published: a designated agent using a paper form must forward it to the Commission within 48 hours (205 CMR 133.02 and iLottery terms 2.b.v); for iLottery the MGC makes approved data available in an electronic file and the Lottery is "expected" to apply it daily (terms 2.b.vi). Until the data is applied, an iLottery enrollee has no loss recovery. No days are promised for approval itself.
How you are told it took effect
The enrollment form has the applicant certify "I have been offered a signed copy of the “MA Gaming Voluntary Self Exclusion Form” by the processing agent." That signed copy is the only enrollment paperwork any source describes. No reference number, approval notice or emailed receipt is described, and the MGC page says it will not contact you after enrollment unless the application says otherwise. A receipt (“Confirmation of VSE Removal Receipt”) exists only for removal, after a reinstatement session (FAQ and 205 CMR 133.04).

The form asks for: name, address, phone, email, gender, height, date of birth, last 4 digits of SSN, race/ethnicity, 2x2 passport-style photo, photo ID (license, passport, etc.).
